Amendments to playing conditions take effect from 1 October

Batting side to nominate one PowerPlay; no comfort breaks permitted; on-field officials free to consult third umpire if unsure of clean catch; regulations regarding ball change and free hits retained

In line with a decision made earlier this year by the ICC Chief Executives’ Committee (CEC), a range of new playing conditions for cricket come into effect from tomorrow (1 October).

These amendments, which were unanimously approved by all 10 Full Members and the three Associate Member representatives on the CEC at its meeting at the end of June, are designed to improve the game for players, umpires and spectators. The decision was announced by the ICC at the time.

One amendment, which is to do with the interval between innings during One-Day International matches, was implemented immediately at the time of the CEC meeting at the end of June. All others come into effect on 1 October.

The amendments are:

Comfort breaks

Clause 2 of the playing conditions will be amended to provide for the following:

“Substitute fielders shall only be permitted in cases of injury, illness or other wholly acceptable reasons. “Wholly acceptable reasons” should be limited to extreme circumstances and should not include what is commonly referred to as a ‘comfort break’.”

Clean catches

Clause 3.2.3.1 (b) of the playing conditions will be amended to provide for the following:

Should both umpires be unable to make a decision, they may consult by two-way radio with the third umpire as to whether there is any definitive evidence as to whether the catch was taken cleanly or not. Following such consultation, the final decision will be made and given by the bowler’s-end umpire. Should the bowler’s-end umpire still not be able to decide, a not-out decision shall be given.

Changing of the ball (ODIs)

It was agreed to continue with the playing condition that requires a mandatory change of ball at the commencement of the 35th over in ODIs.

Intervals (ODIs)

The following amendment was agreed:

“Where the innings of the side batting first is delayed or interrupted, the umpires will reduce the length of the interval.

“In the event of time being lost (playing time lost less any extra time provided) up to and including 60 minutes in aggregate, the length of the interval shall be reduced from 45 to 30 minutes. In the event of more than 60 minutes being lost in aggregate, the duration of the interval shall be agreed mutually by the umpires and both captains subject to no interval being of more than 30 minutes’ duration or less than 10 minutes’ duration. In the event of disagreement, the length of the interval shall be determined by the match referee.”

Free hits (ODIs and Twenty20 Internationals)

The current playing condition relating to free hits following a foot fault no-ball in ODIs and Twenty20 Internationals is retained.

PowerPlay overs (ODIs)

The batting team will be permitted to choose when one of either the second or third PowerPlays takes place.

It was also agreed that three fielders be permitted outside the field restriction areas during both the second and third PowerPlays. Previously, the third fielder was allowed outside the circle during either the second or third PowerPlay. (The idea behind the amendment is to offer greater opportunity for spinners to bowl with the safety net of more protection).

IMPORTANT DECISIONS
1. The Audited statement of Accounts and Annual Report for 2007-08 were approved unanimously.
2. Cricketers who played in the Ranji Trophy in the 2007-08 season will receive Rs. 37,000/- each per match-day.
3. The BCCI will celebrate the Platinum Jubilee of the first Test played on Indian soil (v/s England in December 1933) on 17th December 2008.
4. The BCCI has approved a plan to set up a Sports Medicine Centre, which will help cricketers as well as sportspersons from other disciplines.
5. The Rules and Regulations of the BCCI applicable to players, umpires and administrators were suitably amended.
6. Umpires Amish Saheba and Suresh Shastri were nominated on the ICC International Panel. Shavik Tarapore will replace Pratap Kumar as the third umpire.

Football :

North Imphal Sports Club of Manipur clinched the title of North East Federation Cup Football tournament at Belonia on Monday last. In the final at the BKI ground, Imphal team beat Assam State Electricity Board (ASEB) by 1-0 goals. After barren first half, M. Bejen Singh scored the decider in 82nd minutes of play.
Earlier, last year’s Agartala league champion Ageya Cholo Sangha bowed out from the tournament in second semi-final on Saturday last. ASEB beat Ageya Cholo by 2-1 goals. In another semi-final on Friday last, Imphal team defeated Meghayala team by penalty shoot out. It may be mention that, both the finalist teams were qualifying for second round of Federation Cup tournament.

Badminton :

Tripura women team entered in to Semi-final of North East Badminton tournament in Shillong today. Tripura girls beat Arunachal Pradesh. They will play against Assam on tomorrow.

All-rounder Tushar Saha was chosen for ‘cricketer of the year’ in men’s category while Annapurna Das in women’s category. Biswajit Pal was preferred as ‘coach of the year’ and Rajib Sharma as ‘umpire of the year’. In an executive body meeting Tripura Cricket Association (TCA) announced best performers for 2007-08 in various categories of the national and domestic cricket. All were chosen for their best performances both in national and domestic cricket.

The other cricketers were Sourav Dubey as best batsman and Subal Chowdhury best bowler in Super Division league cricket, Samrat Sinha as best batsman and Prabir Paul best bowler in ‘A’ Division league cricket, Biswajit Dey in Tapan memorial knock-out tournament, Jayanta Debnath in Jogesh Chakraborty memorial league cricket. Nirupam Sen Chowdhury of Bishalgarh subdivision in senior level state meet (elite group) and Kartik Debnath of Sonamura subdivision in senior level state meet (plate group).

Bishal Ghosh selected as best batsman and Ranajoy Das best bowler in Sadar subdivision level 95 points tournament. Rahul Dey chooses as best batsman and Krishna Kamal Acharya best bowler in Sadar subdivision level 110 points tournament. Samir Debbarma in Sadar subdivision level school cricket while Rima Chakraborty in domestic women’s cricket.

Moreover, Writuraj Sinha in 95 points category, Bishal Ghosh in 110 points, Samir Debbarma in school cricket and Raju Roy in visually challenged category were entitled for stipend for one year from TCA.

For their remarkable contributions to promote state cricket in yesteryear four officials namely Dilip Bhattacharjee(Chalaman Sangha), Amitabha Ghosh(Sphulinga) in Agartala and Nabyendu Das, Ashis Chatterjee in Kailashahar and Udaipur subdivisions respectively selected for felicitation, first time in the state cricket. The annual prize giving ceremony and felicitation programme likely to be held on middle of October 2008.

Officials showing real teamwork and energy, says Vince van der Bijl

Steve Davis: “Everyone is committed to being the best they can be”

Positive feedback from decision review system trial

Some 65 of the world’s top cricket officials met in Dubai this week for an intensive three-day seminar designed to improve teamwork and raise the levels of performance at the various levels of international umpiring and refereeing.

The meeting was attended by members of the Emirates Elite Panels of ICC Umpires and ICC Match Referees, members of the Emirates International Panel of ICC Umpires and the ICC Associate and Affiliate International Umpires’ Panel as well as the five newly appointed Regional Umpire Performance Managers (RUPMs).*

Umpire managers from each of the 10 Full Members were also invited in order to assist in the implementation of consistent logistical support for officials and to share umpiring development strategies.

The RUPMs had the chance to meet with officials from their respective regions in order to discuss a wide range of issues. It was also an opportunity for match officials to talk to ICC staff about any matters related to the smooth running of cricket around the world from their point of view.

“I think it went very well,” said ICC Umpires’ and Referees’ Manager Vince van der Bijl.

“I was impressed with the level of energy and commitment that was displayed by everyone, across all sections. They were long days but it was very encouraging to see everyone so involved and attentive.

“There is a real desire among our umpires and referees to work as a team with a commonality of purpose. These guys are continually striving to get better and we now look forward to the next 12 months. There is always a lot of work to do but we are putting the right building blocks in place to make sure our officials’ performances continue to improve,” said van der Bijl.

It was a positive view that was shared by the officials themselves.

“I thought it was an extremely useful few days,” said Steve Davis from the Emirates Elite Panel of ICC Umpires.

“The highlight for me was the way everyone was focused and committed to improving at all levels and across all aspects of their jobs. It really came through that everyone is determined to be the best they can be and there is a genuine solidarity of purpose among all umpires, referees and other officials who were there.

“Every session was designed to aid us in finding out how we can be better and more professional in what we do and we always sought to identify practical ways in which to achieve that. It was a very positive meeting and it was great to see so many people present.

“For me, the most interesting thing was the detail surrounding the decision review system and the upcoming further trials. There was very positive feedback from the first trial (in the Sri Lanka v India series) and now we want to continue those trials and make a really in-depth analysis of the system.†

“We need to be open-minded when considering the system and we are committed to being objective and giving it a real good try,” said Davis .

Another important part of the conference was a discussion on the preferred interpretations for Test and ODI playing conditions. This included such topics as pre-match processes, substitute fielders, use of artificial lighting, reverse sweeping, pitch protection and many other aspects of the playing of the game.

This section was led by the officials themselves and was particularly significant and timely as 1 October marks the implementation date for new Test and ODI playing conditions that were agreed upon by the CEC in June.

Members of the ICC Associate and Affiliate International Umpires’ Panel heard a presentation from ICC Development Events Manager Andrew Faichney outlining the opportunities coming up for them in the next 12 months or so.

These include the Pepsi ICC World Cricket League, ICC Cricket World Cup Qualifier and ICC Intercontinental Cup as well as several regionally based tournaments and bilateral series.

*The newly appointed RUPMs are John Holder ( Americas and Europe), Arani Jayaprakash (Asia, including Bangladesh and India ), Peter Manuel (Asia, including Pakistan and Sri Lanka ), Ian Robinson ( Africa ), Bob Stratford (Pacific).

†The CEC agreed to further trials in four more series (to be determined) with a full report to be made to the ICC Cricket Committee in May 2009.

Congratulation

Secretary of Tripura Cricket Association Arindam Ganguly was unanimous selected as a Vice-president of the Board of control for cricket in India (BCCI) on Friday.

Football :
Assam State Electricity Board will now play against Ageya Cholo Sangh in the second semi-final on September 27 next.

North Imphal Sports Club moved in to final in the North Eastern Federation Cup Football tournament at Belonia, South Tripura district on Friday last. In the first Semi-final match at BKI ground, Imphal team beat Khelinat Football Club of Meghalaya by 3-1.

Yoga :
Altogether 18 yoga players were selected for seven-day special camp for national tournament at Bhagat Singh Youth Hostel on September 28 next. Selected players were,

ICC President confirms future meeting with Indian Cricket League representatives

Mr Morgan to report back to ICC Board

ICC President David Morgan today confirmed he had received a request from Mr Subhash Chandra of Zee Entertainment Enterprises Limited to meet with him regarding the Indian Cricket League (ICL).

Mr Morgan also confirmed that, following that request, he had agreed to meet with Mr Chandra and other representatives in London on a mutually convenient date.

Mr Morgan said: “The ICL had previously written to the ICC requesting its approval and now it has asked for this meeting, to which we have agreed.

“All members of the ICC Board have been informed of this meeting and I will report back to those directors at the Board’s next meeting, in Dubai on 14 and 15 October.”

The ICC will be making no further comment on this matter at this time.

Football :
Assam State Electricity Board (ASEB) moved in to Semi-final in the North Eastern Federation Cup Football tournament
at Belonia, South Tripura district on Thursday last. In the opening match at BKI ground, ASEB beat F C Kulinan of Mizoram by 3-2 goals in penalty shoot out. Both the teams were locked 1-1 goals in scheduled 90 and extra time also. ASEB will now play against Ageya Cholo Sangh in the second semi-final on September 27 next.
Earlier state Finance Minister Badal Chowdhury opned this tournament on Wednesday night last. Five teams took part in the knock out tournament.

Tripura bowed out from National Sub-junior Football tournament for under-16 boys this year. In group matches at Mahilpur, Panjab, Tripura lost their two matches against Gao by 3-0 goals and against Hariyana by 2-0 goals.

The third team: ICC umpires and referees gather for intensive seminar

Annual meeting takes place in Dubai with technology and teamwork high on agenda; brings together 65 of the world’s best and most experienced cricket officials

Teamwork, technology and integrity in performance will be the key themes of the ICC match officials’ conference, which will be held in Dubai from 23 to 25 September.

The intensive three-day seminar will be attended by members of the Emirates Elite Panels of ICC Umpires and ICC Match Referees, members of the Emirates International Panel of ICC Umpires and the ICC Associate and Affiliate International Umpires’ Panel as well as the five newly appointed Regional Umpire Performance Managers (RUPMs).

Umpire managers from each of the 10 Full Members have also been invited in order to assist in the implementation of consistent logistical support for officials and to share umpiring development strategies.

There will be talks, workshops and question-and-answer sessions relating to all aspects of officiating at the higher levels as well as an opportunity to see first-hand how the ICC Umpires’ and Referees’ Department has been strengthened in recent months.

“Getting the decisions correct is the key performance area for match officials and therefore it’s our primary focus. Massive preparation is required for them to progress to the elite level,” said ICC Umpires’ and Referees’ Manager Vince van der Bijl.

“Cricket is a team sport and so is umpiring. Even though it sometimes seems like all the focus is on one umpire, it is important to realise that the team approach is significant for success as well.

“These officials have worked hard to become the best umpires and referees in the world. And they have to work even harder to stay at the top. This annual meeting is a vital part of that ongoing improvement process.

“It is an opportunity for umpires and referees to meet in one place and discuss – both formally and informally – the various aspects of their jobs and how to implement best practice so that the right decisions are made when the heat is on.

“Umpires and referees are human and of course mistakes will be made but through the hard work they put in as well as the sensible implementation of technology, those mistakes can be minimised,” said van der Bijl.

“This gathering will have 65 of the most experienced and highly qualified cricket officials in the world together for the first time, making this a special and unique occasion. It will also be the first time the officials have the chance to work together with the five RUPMs,” he added.

Delegates will arrive on Tuesday and there will be a chance for the RUPMs to meet with officials from their respective regions and discuss informally a wide range of issues. It will also be an opportunity for match officials to talk to ICC staff about any matters related to the smooth running of cricket around the world from their point of view.

The conference will continue on day two with the officials being taken through the newly bolstered Umpires’ and Referees’ Department, particularly with the introduction of the RUPMs and the appointment of van der Bijl as the department head.

There will be a practical workshop on how to improve teamwork followed by a session dealing with playing control team protocols.

Thursday morning will be given over to discussing the decision review system that was trialed during a recent Test series in Sri Lanka . There will be a full report presented from that trial, in particular calling on the experience of the match referee and umpires who were directly involved.

Given the ICC Chief Executives’ Committee (CEC) has agreed to further trials taking place in the near future, there will also be a chance to see how those further trials will be conducted with an emphasis on the practical side of implementing the playing conditions in this regard.

There will be an update from the Anti-Corruption and Security Unit as to how that feature of the game is being dealt with, and the part that match officials continue to play in fighting corruption in cricket.

Some of the umpires and referees will then lead a discussion on interpretations for Test and ODI playing conditions. This will include such topics as pre-match processes, substitute fielders, use of artificial lighting, reverse sweeping, pitch protection and many other aspects of the playing of the game.

This part of the conference is particularly significant and timely as 1 October marks the implementation date for new Test and ODI playing conditions that were agreed upon by the CEC in June.

“This conference is part of the ICC’s continued support of match officials. We recognise they have a difficult job to do, sometimes under enormous pressure. Our purpose at the ICC is to create the right climate to enable them to be the very best they can be,” said van der Bijl.

As part of the conference, there will also be an opportunity for the officials to listen to a presentation from adventurer and environmentalist Lewis Pugh. Last year, wearing just Speedos, Pugh shocked the world by swimming one kilometre in an open patch of icy sea near the North Pole in an effort to draw attention to the dramatic melting of the polar ice caps. He will reveal his insights into leadership, teamwork and the power of the mind.

North Eastern Federation Cup Football tournament will be held at Belonia of South Tripura district from September 25 next. Finance Minister Badal Chowdhury was opened this tournament. Five teams including Ageya Cholo Sangha of Tripura will participate in this tournament. Gopinath Paiyn was nominated Match Commissioner of this tournament. Four officials – Rathin Mukharjee and Biplab Podder both from Bengal, S. Sujauddin from Jharkhanda and J. P. Pandit from Bihar – also conduct this tournament. Two top teams will qualify for next phase of tournament.

Agriculture beat Public Works Department by 1-0 goals in the Inter Office Football Tournament here today. In the inaugural match at Police ground, both the team wee locked 0-0 before lemon break. After break, Akther Hussein scored the decider for winning team. Earlier, DGP Pranay Sahaya was open this tournament. Besides this two, Tripura Police also participated in this tourney.

East Zone Inter University Football tournament will be held at Agartala on October 19-27 next. Altogether 39 Universities were confirmed their entry so far. Budget of this tournament are approximate six and half laks.

Table Tennis :

State Level Table Tennis Championship started here at Friends Union Club of Agatala today. Altogether 130 competitors were participated in the three-day tournament. Sports Secretary of Government of Tripura Madhusudhan Bhattacharjee was opened this tourney. Secretary of Tripura Sports Council Kamal Saha was present in the function.

TRIPURA TABLE TENNIS ASSO. MAY START RANKING TOURNAMENT

The Tripura Table Tennis Asso was started functioning since from 1966 and different types of tournaments were started in Tripura since 1955.Now also different types of tournament are being held in different parts of the state. In maximum cases sub-divisional association or state level association is taking initiative. But the state level association is not taking any plan to start Ranking tournament in the state. Some proposals in brief have given below to implement the same in the state:
a) There may be 5(Five) stage tournaments like stage I, II, III, IV&V in a year.
b) Stage I: Sub-divisional tournament, District level tournament, Independence day tournament, Sub-divisional Club tournament)
c) Stage II: All Tripura Summer Meet, All Tripura winter Meet
d) Stage III: All Tripura open / invitational meet (Players will be eligible to get TA & DA either from association or from the organizing committee)
These 3(Three) tournaments of Stage II & III should be organized in 3(Three) separate district.
e) Stage IV: All Tripura School Meet & College Meet etc
f) Stage V: All Tripura State Championship

Umpire Ian Robinson retires to take up ICC role

Emirates International Panelist Ian Robinson has announced his retirement from top-level umpiring to concentrate full-time on his new role as ICC Regional Umpires’ Performance Manager (RUPM) for the Africa region.

Robinson began umpiring in 1975 after a recurring back injury had prematurely ended his playing career. He was appointed to Zimbabwe ’s first-class panel in 1978 and has been a member of that panel now for a record-breaking 31 seasons.

He was appointed to the first international panel, which was established in 1994, and is a veteran of 28 Tests and 90 ODIs. He stood in three consecutive ICC Cricket World Cups (1992, 1996 and 1999) as well as a number of other international tournaments and bilateral series all over the world.

His expertise and experience will not be lost to the world of umpiring, however. He was recently appointed as one of five RUPMs and he will have particular responsibility for the Africa region.

He said: “Following my appointment as an ICC Regional Umpires Performance Manager, it has become clear that I will not be able to continue as a member of the ICC International Panel. It is, therefore, with regret and enormous pride, that I am closing this chapter of my cricket life, so as to be fully effective in my new role.”

In paying tribute to Robinson’s contribution, ICC’s Umpires’ and Referees’ Manager Vince van der Bijl said: “Ian has given a huge part of his life to cricket and, in particular, to umpiring the game. He is an enormously popular figure within cricket and an excellent umpire so his on-field influence will be missed by players, spectators and other match officials.

“It is great, though, that Ian will still be heavily involved in the game and I have no doubt that his knowledge and enthusiasm will help to develop and nurture the next generation of top-level umpires from Africa ,” he said.

Tripura Police beat Lalbahadur Vyamagar by 2-1 goals in the last match of Super league of domestic First Division Football tournament here today. With this victory Police earned 24 points from nine matches and finished top of the tally. Lalbahadur bagged 15 points from same numbers of match. Kiran Chhatri scored first and Police took lead by 1-0. Then, Nigerian Feemen struck and Lalbahadur leveled the score 1-1. At last, Binod Kishor Jamatia scored the decider for Police team. With this match domestic football season was finished this year.

Altogether 86 goals were scored by different footballers in the recently concluded season. Referee showed four red and 69 yellow cards. Striker Kiran Chhatri of Tripura Police bagged top scorer with 13 goals. Behind Kiran, Liberian striker James of Ageya Cholo Sangha scored 11 goals.

Badminton :
Anjan Majumder bagged three crown in the State Level Badminton Championship here today. At the Netajee Subhash Regional Coaching Center Anjan beat Subrata Banik by 21-5, 21-9 in men singles. In men doubles Anjan and his partner Prasenta Das beat Susanta Malakar and Md. Jahiruluddin by 21-17, 21-8 points. Anjan also clinched the title of Junior Boys title by beating Susanta Das by 21-11, 21-3 points. In women section, Rupasree Nath beat Puja Ghosh by 21-23, 21-15, 21-11 points and lifted champion trophy. Rupasree also bagged Mini girl’s title by beating Manasi Debbarma by 21-10, 21-7 points. In Sub-junior boys section, Narayan Das beat Prasanta Das by 21-12, 12-16 points and confirmed champion trophy. R. K. Manajit Singh abgged champion trophy in Mini boys section by beating Amarta Pal by 21-11, 21-8 points. The prizes were handed over after three-day competition.

Kushal Das joins as Chief Finance Officer; Iain Higgins to take up role as Company Lawyer

The ICC today confirmed the appointments of Kushal Das as Chief Financial Officer and Iain Higgins as Company Lawyer.

The duo replace Faisal Hasnain and Urvasi Naidoo respectively. Mr Hasnain is now the chief operating officer at the Dubai Event Management Corporation while Ms Naidoo left to take up the position of chief executive officer of the International Federation of Netball Associations.

Kushal Das (48) spent the past 12 years as the finance director with International Management Group (IMG) India and Korea , a global leader in sports entertainment and media.

Prior to his role at IMG, his experience included employment with Bharat Shell, Price Waterhouse and Vegepro Foods, a Glaxo India venture.

Thirty-one-year-old Iain Higgins has spent much of the past six years specialising in sports law in the UK , advising a number of high-profile international institutions.

A graduate of Cambridge University , he is a former professional rugby league player with the London Broncos, has two caps for the Scotland rugby league team and played for Cambridge in the 1996 Varsity Match at Twickenham, London .

Commenting on the new appointments, ICC Chief Executive Haroon Lorgat said: “I am delighted we have secured the services of Kushal and Iain as they were the outstanding candidates from an impressive list.

“Both are highly qualified and experienced in their respective areas and both have passion with strong sporting connections which make them a great fit for the organisation.

“This is an exciting time for the game with a host of top-class events scheduled for the next 12 months including the ICC Champions Trophy, the men’s and women’s ICC World Twenty20, the ICC Women’s World Cup, the ICC Cricket World Cup Qualifier and the ICC’s centenary celebrations.

“Those events will create not only excitement but also a host of great opportunities for cricket to consolidate and enhance its position as a leading global sport.

“I believe Kushal and Iain will help us take those opportunities and they will play a significant role in ensuring our strong sport will grow even stronger in the future.”

In the fifth match of Super League at the Dasharath Dev Stadium, Ageya Cholo beat Forward Club by 3-1 goals. Winning team was trail before lemon break by Hegin Houkip scored goal for Forward. After break, Liberian striker James struck two and Biseajit Debbarma netted one for Ageya Cholo. With this win Ageya Cholo earned 14 points from nine matches and finished third position. Lalbahadur Vyamagar clinched the runner-up trophy in the domestic First Division League Football tournament here today. At the Dasharath Dev Stadium, Lalbahadur finished 1-1 goals with Forward Club. Feeman scored for Lalbahadur in the first half and Peen leveled the score in the second half for Forward. With this draw Lalbahadur earned 15 points from eight matches and confirmed second position in the tally. Forward now in the bottom of the Super league with ten points from same numbers of matches. It may be mention that, Tripura Police lifted the champion title earlier.

Inter Office League Football tournament will be held on September 19-23 next. Three teams – Agriculture, PWD and Tripura Police - will participate in this tourney.

Tripura Poilice lifted the title of First Division League Football tournament here today. In a crucial match at the Dasharath Dev Stadium, Badharghat, Police beat defending champion Ageya Cholo Sangha by 3-2 goals. Striker Kiran Chhatri scored two and Paresh Mukharjee netted one for Police team. On other side, Liberian striket of Ageya Cholo James scored two goals.
With this win Police bagged 18 points from eight matches and confirmed the champion trophy, while Ageya Cholo now in the third position with 11 points from eight matches.

North Eastern Federation Cup Football tournament will be held on September 25 next at Belonia, Tripura. Ageya Cholo Sangha will participate in this tourney. Altogether five teams - F. C. ICC Chief Executive to engage with Members on ICC Champions Trophy rescheduling; support for further exploration of enhanced Test Championship model; CEC agrees to further trials of Umpire Decision Review System

The ICC Chief Executives’ Committee (CEC) convened in Dubai on Wednesday for one of its four meeting per year and, on Thursday, the ICC Board also met to discuss the issue of the postponement of the ICC Champions Trophy.

The CEC’s remit was to have discussions and make decisions on a range of matters relating to the playing of cricket as well as recommendations on the business of cricket for consideration by the ICC Board’s October meeting.

ICC Champions Trophy 2008

It was agreed by the ICC Board that the ICC Chief Executive Haroon Lorgat would engage with Member Boards likely to be affected by the rescheduling of the tournament to September/October 2009.

It was further agreed that Mr Lorgat would report back to the Board on the result of that engagement at its next meeting, in October.

The primacy of ICC events was also restated during the meeting.

Future Tours Programme post-2012

With the current FTP due to conclude in May 2012, the concept of an alternative structure to bilateral tours, including the possibility of an enhanced Test championship, was discussed by both the CEC and the ICC Board during meetings in Dubai in June/July.

Further discussion took place at the CEC meeting and the majority of that meeting supported further exploration of the enhanced model.

It was previously agreed the key considerations for both the ICC Board and the CEC were and are:

· All three formats of international cricket should be protected and promoted with Test cricket identified as the pinnacle of the sport
· The “icon” Test series must be protected
· ICC should look at ways of taking greater central ownership of international cricket outside its events or at least providing for more consistency in marketing/promotion
· The concept of a Test Championship should be explored further

Umpire Decision Review System

The CEC received a report on the trial of the above system, which took place in the recent Sri Lanka – India Test series. The report was presented by ICC umpires’ and referees’ manager Vince van der Bijl and ICC umpires’ manager Doug Cowie.

Following positive feedback, as well as positive support from within the CEC, it was agreed to look into extending the trial for further upcoming series with those series to be determined and confirmed in due course.

It was further agreed that the ideal would be for as many umpires and teams as possible to be exposed to the trial to allow proper assessment of the system’s merits or otherwise.

It was confirmed that a final report on the trial to cover all series in which it has been employed would be presented to the ICC Cricket Committee in May 2009 and then considered by the CEC in June 2009.

The CEC comprises the chief executives of the 10 Test-playing Members and three representatives from ICC Associate Members. It is chaired by the ICC’s Chief Executive. The ICC President and the Chairman of the ICC Cricket Committee will be in attendance.

ICC announces schedule for Pepsi ICC World Cricket League Division 4

Dubai , 11 September 2008

The ICC today announced the schedule for the Pepsi ICC World Cricket League Division 4 in Dar Es Salaam , Tanzania

The event, which will take place from 4-11 October, will see six teams attempt to take the next step on the road to the ICC Cricket World Cup 2011.

Afghanistan and Jersey, who progressed from the Pepsi ICC World Cricket League Division 5 event, will face a tough challenge if they are to finish in the top two qualifying spots as they face Hong Kong, who won the ACC Trophy Elite 2008, Italy, who recorded a win over Netherlands at the ICC European Division 1 Championship earlier this year, Fiji and hosts Tanzania.

The top two sides will qualify for the Pepsi ICC World Cricket League Division 3 in Argentina in January, with the top two sides from that event, completing the line-up for the 12-team ICC Cricket World Cup Qualifier which is scheduled to take place in April 2009.

The four leading sides at that event will make it to the ICC Cricket World Cup 2011 which is being held in Bangladesh , India , Pakistan and Sri Lanka .

Squad announcements for the Dar Es Salaam event will be released to media on the WCL Div. 4 distribution list in due course (see below for details on how to be included on this list).

Chanderpaul takes top honours at glittering ICC Awards night

Steyn, Dhoni, ten Doeschate, Edwards and Taufel among the other recipients

West Indies batsman Shivnarine Chanderpaul was tonight named Cricketer of the Year at the prestigious LG ICC Awards, held at a glittering ceremony in Dubai .

Chanderpaul was also named in the ICC World Test Team of the Year, as chosen by a panel of some of the greats of the game.

The 34-year-old Guyanese left-hander has had an outstanding year with the bat becoming one of the world’s most consistent and determined players.

Chanderpaul was joined on the winners’ list by India ’s one-day captain Mahendra Singh Dhoni, who took the ODI Player of the Year award, and South Africa ’s Dale Steyn, who was named Test Player of the Year.

Tonight, England’s Charlotte Edwards followed in the footsteps of India’s Jhulan Goswami and former Australia captain Karen Rolton to become the third-ever Women’s Player of the Year. She beat Australia ’s Lisa Sthalekar, Nicola Browne of New Zealand and Claire Taylor of England to that honour.

There was also an award for the Associate Player of the Year, recognising the contribution that the non-Full Member teams are making to the world of cricket. Netherlands all-rounder Ryan ten Doeschate became the second winner of this award, having enjoyed a fine year with bat and ball in both ODIs and the ICC Intercontinental Cup.

In total there were eight individual awards handed out, as well as a Spirit of Cricket Award and the two ICC Teams of the Year – for Tests and ODIs – were also announced.

A model of consistency Simon Taufel from the Emirates Elite Panel of ICC Umpires won the Umpire of the Year award for the fifth year running, while Sri Lanka took the Spirit of Cricket Award as it did in 2007.

There was a new award this year marking the Twenty20 International Performance of the Year and India’s Yuvraj Singh became the inaugural winner of that following his remarkable six sixes in one over during the ICC World Twenty20 2007 in South Africa.

ICC President David Morgan said: “The past year has been another exciting one for cricket fans around the world in a time that included the inaugural ICC World Twenty20 and plenty of competitive Test and ODI cricket. These players have contributed hugely to our enjoyment. This is the fifth annual ICC Awards night and each year it is gaining in prestige.”

Dale Steyn wins ICC Test Player of the Year 2008

South Africa pace bowler Dale Steyn has won the Test Player of the Year award at the LG ICC Awards ceremony in Dubai .

Steyn beat off short-list competition from Shivnarine Chanderpaul of the West Indies, Sri Lanka captain Mahela Jayawardena and Proteas team-mate Jacques Kallis to win the first ICC Award of his career.

During the 12-month voting period, Steyn put in some remarkable performances, taking 86 wickets at an average of just 18.10 in the 14 Test matches he played. No other bowler took more than 58 wickets in the same period and he was the only bowler to earn an average less than 21.50 (of those who played more than three matches).

The 25-year-old from Phalaborwa in the northern province of Limpopo also had the best strike-rate with a wicket every 31.9 deliveries and he boasted two 10-wicket matches and six five-wicket innings.

After collecting his award from former West Indies captain and current chairman of the ICC Cricket Committee Clive Lloyd, Steyn said: “I have had a pretty decent year I suppose but I didn’t think about winning this award until the past few days. I don’t really know how I feel. Perhaps tomorrow morning it will have sunk in for me because obviously this is a huge award and it’s massive for me.

“What I would like to do is maybe turn it into a goal for the future. I would like to win this award again and maybe other awards too so it would be something to aim for.

“I am really enjoying my cricket at the moment – we have been involved in a few great series recently so I count myself as lucky to be a part of this South Africa team.

“It’s a good time for South African cricket even though we lost four one-day matches in England . Winning this award makes up a little for that but I am still going home knowing we were beaten in the one-dayers. But we have some new faces coming into the one-day side and we are still very positive for the future.”

The Test Player of the Year Award was one of eight individual prizes given at this year’s LG ICC Awards. Steyn also featured on the ICC Test Team of the Year as picked by the ICC selection panel.

Charlotte Edwards wins ICC Women’s Cricketer of the Year 2008

England captain Charlotte Edwards has won the Women’s Cricketer of the Year award at the LG ICC Awards ceremony in Dubai .

During the voting period Edwards played 18 ODIs for England scoring 492 runs at the top of the order at an average of 54.66. She also took 15 wickets at 19.03 with her more-than-useful leg-spin.

In the only Test match she played during the voting period, Edwards scored 94 and 14 not out as England beat Australia by six wickets at Bowral, New South Wales.

The 28-year-old Kent player took the award ahead of team-mate Claire Taylor, Nicola Browne of New Zealand and Australia ’s Lisa Sthalekar.

Accepting the award in Dubai from India legend Ravi Shastri, Edwards said: “Winning the Ashes in Australia was the highlight of the year for me. It was a great feeling.

“The ICC World Twenty20 is the talk of England at the moment and getting the chance to play in that alongside the guys is great for us. Before that, of course, we have the ICC Women’s World Cup in Australia so it’s a big year ahead for us.

“This is a massive night for women’s cricket. It’s a huge honour for me to be involved with a ceremony like this – I’m so glad that the ICC is recognising the women’s game. It’s a big moment for the other girls who have been nominated for this and I am honoured to be included in that short-list, let alone win it.

“Women’s cricket has a big year ahead. It’s fantastic for the game and an exciting time to be involved in women’s cricket,” she said.

Congratulating Edwards, KW Kim, chief executive of LG Electronics Middle East and Africa Regional Company, said: “I am pleased to declare that women’s cricket is alive and thriving due to the outstanding contributions and the determination of some of the finest players through the years.

The nominations for the Women’s Cricketer of the Year Award were decided after each of the world’s top 10 teams was given the opportunity to nominate two players. This award was then voted on by a 16-person voting academy featuring former players and other experts on the women’s game.

Shivnarine Chanderpaul wins the Sir Garfield Sobers Trophy for ICC Cricketer of the Year 2008

West Indies’ Shivnarine Chanderpaul has become the fifth player to win the coveted Sir Garfield Sobers Trophy after being named as the 2008 ICC Cricketer of the Year at the LG ICC Awards ceremony in Dubai .

Chanderpaul, who also made the short-list last year, fought off competition from other nominees Mahela Jayawardena from Sri Lanka , as well as South Africa ’s Graeme Smith and Dale Steyn to take the top award.

Upon collecting the award, Chanderpaul said: “I am honoured to be given this prestigious award tonight and I am very thankful to God for blessing me with the talent that I have. I would like to thank my family – in particular my wife Amy – for their constant support over the years.

“A special thank you goes out to my manager, my agent and all my supporters in the Caribbean and throughout the world. It’s also important that I thank my team-mates without whom this wouldn’t have been possible.

“My congratulations go out to all the other winners tonight – these awards are great for the players and it is an honour even to be nominated. I am thrilled to have won.”

Chanderpaul follows in the footsteps of India ’s Rahul Dravid (2004), Andrew Flintoff of England and South Africa ’s Jacques Kallis (joint winners in 2005) and Ricky Ponting of Australia (2006 and 2007) to take the top award.

Leading the tributes to the 2008 Cricketer of the Year was ICC President David Morgan. “Shivnarine has been a rock in the West Indies batting line-up for many years and he thoroughly deserves this award. His contribution to the game has been immense and he epitomises the sort of dedication, bravery and skill required to excel at the highest level,” said Mr Morgan.

“I would like to extend my very best congratulations to Shivnarine for winning the Sir Garfield Sobers Trophy. He had some tough competition to overcome in the form of Mahela, Graeme and Dale but no one can deny that he has been one of the shining lights in the world game over the past 12 months or so,” he said.

During the voting period, the left-hander from Guyana played eight Test matches, scoring 819 runs at an average of 91.00, including three centuries and six fifties, all of which were against the top seven teams in the world.

He also played 13 ODIs during that time, finishing top of the averages with 74.75 having scored 598 runs, a haul that included a century and five fifties. He is currently ranked number one in the Reliance Mobile ICC Player Rankings for Test batsmen and is sixth in the rankings for ODI batsmen.

Yuvraj Singh wins ICC Twenty20 International Performance of the Year 2008

India’s flamboyant batsman Yuvraj Singh became the inaugural winner of the Twenty20 International Performance of the Year Award in recognition of his amazing six sixes in one over during the ICC World Twenty20 2007 in South Africa.

This new award highlights the most impressive performances by players in Twenty20 Internationals during the 12-month voting period and it marks the advent of this exciting new format of the game at international level.

On 19 September last during a match against England in Durban , Yuvraj smashed every delivery of the 19th over beyond the boundary rope, in the process registering a 12-ball half-century and putting his team on course for victory.

It was the first time a player had hit six sixes in a single Twenty20 International over. Herschelle Gibbs did it in an ODI during the ICC Cricket World Cup 2007 in the West Indies while Garry Sobers became the first batsman to achieve the feat during a first-class match back in 1968.

According to the LG ICC Awards Voting Academy Yuvraj’s effort was the most impressive performance of the past 12 months. It beat off competition from his team-mate Mahendra Singh Dhoni, who led his team to victory at the ICC World Twenty20 2007 in South Africa; Chris Gayle of the West Indies, who scored 117 off just 57 balls against host team South Africa in the opening match of the same tournament in Johannesburg; and Australia’s Brett Lee, who became the first bowler to take a hat-trick in the event against Bangladesh in Cape Town.

After collecting his award from ICC World Cup winning captain for Sri Lanka Arjuna Ranatunga, Yuvraj said: “For me it was very important just to get nominated. There were other great performances during the past year. For example Chris Gayle’s innings in the World Twenty20 was fantastic. I am very happy to collect this award and I would like to congratulate the other players who were nominated alongside me.

“It’s very important for any player to get his performance recognised. You play hard and you like to think people see that and get something out of it. I would like to thank the ICC for recognising the performances of the players – it’s an important aspect of the year for us.

“After the fifth six in that over I remember having butterflies in my stomach and I knew that if I managed to hit it for six it would be very special. It was a great feeling when I saw the ball go over the boundary.”

MS Dhoni wins ICC ODI Player of the Year 2008

India one-day captain Mahendra Singh Dhoni has won the ODI Player of the Year award at the LG ICC Awards ceremony in Dubai .

Dhoni beat off tough competition from team-mate Sachin Tendulkar , Australia fast bowler Nathan Bracken and Pakistan stalwart Mohammad Yousuf to take the prestigious award.

During the voting period, Dhoni played 39 ODIs and scored 1,298 runs at an average of 49.92 and at a rate of 82.46 runs per 100 balls faced. In that time he hit a century and nine fifties making sure he led his team from the front.

Also in that time, wicketkeeper Dhoni captured 62 dismissals (46 catches and 16 stumpings), which is almost twice as many as the next best, albeit having played more matches than any other ’keeper.

He is currently ranked number one in the Reliance Mobile ICC Player Rankings for ODI batsmen.

Dhoni said: “I would like to thank the Voting Academy for considering me to be deserving of this award. I am really happy to get this – it’s a great privilege.

“Also, it feels great to know that I am the first Indian player to get this particular award and it’s very special because now I am in the company of a lot of other good cricketers. Some fantastic players have won this award in the past and to be mentioned in their company is truly a humbling experience for me.

“I would like to thank the ICC, my home cricket board, my family, my team-mates and friends.”

The ODI Player of the Year Award was one of eight individual prizes given at this year’s LG ICC Awards. Dhoni also featured on the ICC ODI Team of the Year as picked by the ICC selection panel. The award was announced by Australia captain and two-time ICC Cricketer of the Year Ricky Ponting.

The panel was chaired by West Indies legend Clive Lloyd and included former Australia captain Greg Chappell, recently retired South Africa all-rounder Shaun Pollock, former Sri Lanka opener Sidath Wettimuny and former Bangladesh batsman Athar Ali Khan.

For all the individual awards (with the exceptions of the Women’s Cricketer of the Year and the Umpire of the Year), a long-list compiled by the selection panel was forwarded to the 25-person Voting Academy made up of former players, respected members of the media, an elite umpire and an elite match referee. They voted on a three, two, one basis (with three being the highest value) and through that process the winners emerged.

Sangakkara and Muralidaran picked for third year in a row

The International Cricket Council (ICC) today announced its World Test Team of the Year, as chosen by a specially appointed independent selection panel chaired by West Indian batting legend Clive Lloyd.

The announcement was made at the LG ICC Awards celebration at The Westin Hotel, Dubai . Presented in association with FICA, the awards recognise the best international players of the past 12 months.

Six countries are represented in the 12-man line-up and three players – Kevin Pietersen of England and the Sri Lanka pair of Kumar Sangakkara and Muttiah Muralidaran – also appeared in the World Test Team of the Year in 2007. Australia’s Ricky Ponting is selected as captain for second year in a row and named in the team for third year running

The International Cricket Council (ICC) today announced its World ODI Team of the Year, as chosen by a specially appointed selection panel chaired by West Indian batting legend Clive Lloyd.

The announcement was made at the LG ICC Awards celebration at The Westin Hotel, Dubai . Presented in association with FICA, the ICC Awards recognise the best international players of the past 12 months.

The LG ICC Awards ceremony is now in its fifth year and this is the first time it has been staged in Dubai , the home of the International Cricket Council. Previous ceremonies were held in London (2004), Sydney (2005), Mumbai (2006) and Johannesburg (2007).

Simon Taufel wins ICC Umpire of the Year for fifth year in a row

Dubai , 10 September 2008

Simon Taufel was tonight named as Umpire of the Year for the fifth successive year at the ICC Awards in Dubai .

Taufel, who is 37 and from Australia , was voted to this award by the 10 Full Member captains as well as the eight-man Emirates Elite Panel of ICC Referees.

Receiving the award, Taufel said: “I’m delighted to win this award but I don’t set this as a goal at the start of a season. My goals are to be selected for finals and for major championships like the Champions Trophy or World Twenty20. If Ricky and the boys slip up eventually I might get the chance to do a final.

“Umpiring is essentially a mental exercise. For me it’s about being mentally fit and keeping at the top of my game.”

Taufel was presented the award by ICC Chief Executive Haroon Lorgat who said it was “remarkable” that Taufel had won the award for the fifth year in a row.

Taufel beat off strong competition for this award from his colleagues on the Emirates Elite Panel of ICC Umpires Mark Benson, Rudi Koertzen, Steve Davis and Aleem Dar.

Taufel, who made his first-class debut as an umpire in 1994-95, joined the Emirates Elite Panel in 2003. In the voting period of these awards Taufel stood in 10 Tests and 16 ODIs, as well as the ICC World Twenty20 in South Africa , where he was an on-field umpire in the thrilling India v Pakistan final along with Benson.

The Umpire of the Year was one of 11 individual and team honours handed out during the ICC Awards, presented in association with FICA (the Federation of International Cricketers’ Associations).

The LG ICC Awards 2008 are based on the 12 months between 9 August 2007 and 12 August 2008. Sri Lanka wins ICC Spirit of Cricket Award for second year running

Dubai , 10 September 2008

The Sri Lanka cricket team was named as the recipients of the Spirit of Cricket Award at the LG ICC Awards celebration in Dubai tonight.

It is the second year in a row that Mahela Jayawardena’s team has won this award, which is presented to the team which, in the opinion of the Emirates Elite Panels of ICC Umpires and Match Referees has best conducted itself on the field within the spirit of the game.

The award was presented to Jayawardena by Tim May, the former Australia off-spinner and currently the chief executive of the Federation of International Cricketers’ Associations (FICA).

Upon receiving the award on behalf of his team Jayawardena said: “The captain has to set the example but at the same time every player in the team has to take responsibility and play the game in the right spirit.

“You have to be aggressive and passionate when you play for your country – you have to want to win. But you don’t have to cross the line and be personal. There are ways of being aggressive while still controlling your anger and passion.

“It feels great to win this award because it is a team award. On the field the lads give everything they’ve got, so to do it in the right spirit as well means a lot to me and my team-mates.”

This Spirit is described in the preamble to the Laws of Cricket: “Cricket is a game that owes much of its unique appeal to the fact that it should be played not only within its Laws but also within the Spirit of the Game. Any action which is seen to abuse this spirit causes injury to the game itself.”

The preamble goes on to say: “The Spirit of the Game involves respect for:
Your opponents
Your own captain and team
The role of the umpires
The game’s traditional values

This is the second time Sri Lanka has won this award. Previously, England won it in 2005 and 2006 while New Zealand took the honour at the inaugural ICC Awards in 2004.

Sri Lanka was one of several teams that demonstrated the Spirit of Cricket to great effect over the past 12 months and it narrowly defeated Bangladesh , New Zealand and the West Indies to win this award.

The Spirit of Cricket Award was one of 11 individual and team honours handed out during the LG ICC Awards in association with FICA. The event, held at The Westin Hotel, Dubai , recognises cricket’s star performers over a 12-month period. The voting period for this year’s awards was the 12 months between 9 August 2007 and 12 August 2008.
